In August 2025, the provincial Medical Products Administrations (MPAs) of Beijing, Guangdong, and Jiangxi successively issued public notices regarding the results of cosmetic product sampling inspections, with a total of 31 batches found to be non-compliant with relevant regulations.
This article provides a consolidated overview of the relevant regulatory notices, supplemented by recent developments in regulatory enforcement activities – such as unannounced inspections and sampling inspections – conducted by the National Medical Products Administration (NMPA) and selected provincial and municipal authorities. The aim is to assist enterprises in staying informed of evolving regulatory trends and to reinforce awareness of quality management and compliance requirements.

1. Beijing Medical Products Administration Issues the Third 2025 Cosmetic Supervision and Sampling Inspection Quality and Safety Bulletin
On August 15, 2025, the Beijing MPA released the third phase of its 2025 quality and safety bulletin on cosmetic supervision and sampling inspection. The authority organized sampling inspections targeting both the production stage, including registrants, filers, and domestic responsible persons, and online business operations across the city.
A total of four batches of cosmetics were found to be non-compliant with relevant regulations. The non-compliant products included one batch of sunscreen lotion, one batch of isolation cream, one batch of whitening and spot-lightening essence, and one batch of freckle-removal cream. The identified non-compliance issues included: failure to detect sunscreen agents as indicated on the product label and in the technical requirements specified in the product registration documentation; detection of sunscreen agents not declared in the technical requirements of the filing documentation.

2. Announcement on Cosmetic Sampling and Testing Information by the Guangdong Medical Products Administration (2025, Issue No. 2)
On August 21, 2025, the Guangdong MPA issued the second announcement of 2025 regarding cosmetic sampling and testing. Among the 691 batches of cosmetics tested, 17 batches were found to be non-compliant with relevant regulations. The non-compliant products included hair dye creams, nail polish removers, sunscreens, and hair coloring pastes. The identified non-compliance issues included the detection of hair dye ingredients not indicated in the technical requirements specified on product labels and in registration documentation, such as phenylmethyl pyrazolone, and excessive total bacterial count.

3. Jiangxi Medical Products Administration – Announcement on Cosmetic Regulatory Sampling and Testing Information (2025, Issue No. 2)
On August 25, 2025, the Jiangxi MPA issued the second announcement of 2025 regarding the regulatory sampling and testing of cosmetics. In accordance with the 2025 Provincial Work Plan for Cosmetic Regulatory Sampling and Testing, the Jiangxi MPA has continued to carry out supervision and inspection of cosmetics across production and distribution stages throughout the province.
In this issue, a total of 10 batches of non-compliant cosmetics have been confirmed and publicly disclosed. The non-compliant products include 1 batch of BB cream and 9 batches of hair dye products. The identified non-compliance issues include the presence of prohibited ingredients, such as Lilial (Butylphenyl Methylpropional), which is banned for use in cosmetics.

Information Sharing
1. On August 20, 2025, the NMPA announced that it had conducted unannounced inspections, commonly referred to as “fly inspections”, on the following enterprises: Harbin Mixueer Cosmetics Co., Ltd., Hesheng Biotechnology (Chongqing) Co., Ltd., and KOSF International Trading (Shenzhen) Co., Ltd. The inspections revealed that the above-mentioned companies were in violation of relevant provisions and the Good Manufacturing Practices (GMP) for Cosmetics. Significant deficiencies were identified in their quality management systems for cosmetic production.
To safeguard public health and ensure the safety of cosmetic use, the NMPA has instructed the provincial medical products administrations of Heilongjiang, Chongqing, and Guangdong to investigate and handle the suspected illegal activities of the aforementioned enterprises in accordance with the law.

2. In August 2025, the Zhejiang Medical Products Administration reported on local regulatory efforts to protect consumer rights related to cosmetics during the Qixi Festival, with a focus on quality and safety. The Beilun District Administration of Ningbo City implemented a "three-chain coordination" model to safeguard the "beauty rights" of consumers. Enforcement personnel targeted key locations such as shopping mall counters, supermarkets, beauty and hair salons, and cosmetic specialty stores. Priority was given to high-demand product categories during the holiday season, including perfumes, makeup gift sets, and skincare gift boxes. Regulatory inspections were conducted at the front line of operations. As of now, over 200 cosmetic business entities have been inspected, and 15 identified issues have been rectified through a closed-loop management process.
Meanwhile, the Wucheng District Administration of Jinhua City has been actively advancing cosmetic sampling and testing through a “three-pronged approach.” To date, 15 provincial-level and 30 municipal-level sampling batches have been completed. The Wucheng District authority focused on high-risk product categories and locations, as well as enterprises previously involved in non-compliant products identified in recent years. In alignment with the province-wide special campaign on the safe use of pharmaceuticals in "three-small" businesses (small workshops, small stores, and small service providers), targeted sampling inspections were conducted on cosmetic registrants, notifiers, contract manufacturers, and small beauty salons within the district. Sampling efforts focused on cosmetic categories with high public concern and frequent use, primarily including nail products, decorative cosmetics, and products for children.
