Canada Updated the CNF for Cosmetic Product Notification

On October 6, 2025, Health Canada announced an update to the Cosmetic Notification Form (CNF) and a revision of the Cosmetic Notification Guide.

Key changes to the CNF and the Cosmetic Notification Guide

1. Section 4: Manufacturer, Importer, Label, and Other Contacts

When submitting a cosmetic notification, the following contact information should be provided.

(1) Manufacturer

  • Canadian manufacturer of cosmetics who sells a cosmetic under their own name, or a trademark, design, trade name, or other name they own or control;
  • Responsible person in Canada acting on behalf of a manufacturer who doesn't have a Canadian address; or
  • If no one in Canada meets the definition of the "manufacturer", the importer or any person who manufactures or processes the cosmetic in Canada is considered the manufacturer.

(2) Importer: A person who imports a cosmetic into Canada for the purpose of selling it.

(3) Label Contact: The consumer contact information displayed on the product label.

(4) Agent: The individual who submits the cosmetic notification on behalf of the manufacturer.

(5) Formulator or Third Party Manufacturer: A person who formulates, processes, or manufacturers the cosmetic on behalf of the manufacturer or importer.

2. Section 5: Product Ingredients

  • Notifiers should use the INCI name for each ingredient. If no INCI name is available, the Chemical Name should be used.
  • All the fragrance allergens in the product that are present at a concentration above the specified threshold for disclosure should be listed.
