On January 17, 2025, the Vietnam Ministry of Health issued Decision No. 30/QD-QLD, ordering the suspension from circulation and recall of cosmetic products containing miconazole and miconazole nitrate that fail to meet safety requirements. This decision follows the outcomes of the 42nd ASEAN Cosmetic Committee (ACC) meeting held in November 2025 in Indonesia, where the ASEAN Cosmetic Scientific Body (ACSB) reached a consensus to prohibit the use of miconazole and miconazole nitrate in cosmetic formulations.
According to the Drug Administration of Vietnam, miconazole is a commonly used antifungal active ingredient for treating dermatological conditions and should be regulated as a pharmaceutical substance. The inclusion of such active ingredients in cosmetic products—such as shampoos or personal care items—is no longer aligned with the latest safety standards. Without strict regulatory oversight, these substances may pose potential health risks to consumers. To ensure full compliance with the ASEAN Cosmetic Directive and to strengthen technical supervision of cosmetic products distributed in the Vietnamese market, the Drug Administration of Vietnam has mandated the suspension and recall of eight cosmetic products currently available nationwide.
The Drug Administration of Vietnam has also instructed relevant distributors and marketing authorization holders to immediately notify all downstream distributors, initiate product recalls, and organize the destruction of all non-compliant product batches. A detailed report on the recall and destruction process must be submitted to the Drug Administration of Vietnam no later than February 12, 2026.
