On January 26, 2026, Malaysia’s National Pharmaceutical Regulatory Agency (NPRA) issued Circular 1/2026, announcing amendments to the ingredient annexes of the Guideline for Control of Cosmetic Products in Malaysia. These updates align with recent revisions to the ASEAN Cosmetic Directive (ACD), and the NPRA has accordingly revised the relevant sections of the guideline.
Revision Details
Annex II List of Prohibited Substances
- 4-Methylbenzylidene Camphor: Notified cosmetic products containing this substance are permitted to remain on the market until November 7, 2028.
- Miconazole & Miconazole Nitrate: Notified cosmetic products containing these substances are no longer permitted to be placed on the market from the date of issuance of this circular.
Annex III List of Restricted Substances
- Genistein: Updated with the specified maximum allowable limits as set out in Annex III.
- Daidzein: Updated with the specified maximum allowable limits as set out in Annex III. Notified cosmetic products that do not comply with the newly established limits are permitted to remain on the market until November 17, 2027.
Annex VII List of UV Filters
- 4-Methylbenzylidene Camphor: Removed from the list of permitted UV filters. Notified cosmetic products containing this substance are permitted to remain on the market until November 17, 2028.
