Indonesia Proposes Regulation for "Non-Halal" Labeling on Cosmetics

On February 12, 2026, Indonesia submitted notification G/TBT/N/IDN/184 to the World Trade Organization (WTO), detailing the draft regulation regarding the Form and Procedures for the Labelling of Non-Halal Information. This initiative introduces uniform standards for the labeling of “Non-Halal”, ensuring consistency across products marketed within Indonesia. The deadline for comments is set for March 14, 2026.

Products covered

Food, beverages, medicines, cosmetics, chemical products, biological products, genetically engineered products, as well as consumer goods that are worn, used, or otherwise utilized by the public and are subject to mandatory halal certification.

Requirements of the New Regulation

  • Labeling must adhere to the icons and procedures specified by the new regulation, ensuring legal certainty.
  • Enterprises that have already affixed non-halal labels before the regulation takes effect will still be recognized. However, after the regulation comes into force, enterprises must adjust within three years to ensure their labeling fully complies with the new requirements.
