Brazil Proposes Revision of the List of Restricted Substances for Cosmetics

On July 1, 2026, Brazil's National Health Surveillance Agency (ANVISA) issued Public Consultation No. 1.399/2026 to seek public comments on the draft revision of the List of Restricted Substances (Part II) for personal hygiene products, cosmetics, and perfumes.

The comment period is open from July 8 to September 8, 2026. All comments and contributions submitted to Anvisa must be filed through a designated electronic form accessible at Anvisa’s link.

Background

In June, 2026, ANVISA issued RDC 1.029/2026, incorporating Mercosur GMC Resolution No. 06/25, which established a new list of restricted substances for personal hygiene products, cosmetics, and perfumes, and repealed the previous restricted substances list resolution RDC 530/2021.

Summary of the Draft Revision

Compared with the existing list, 142 substances have been added to the List of Restricted Substances (Part II), which represents a continuation of ANVISA's update to its cosmetic regulatory framework. It is worth noting that the final regulation shall take effect upon publication. Cosmetic products already registered or notified to Anvisa containing substances failing to meet the relevant restrictions will be granted a 24-month transition period.
