In June 2026, the National Medical Products Administration (NMPA) reported that two companies were found to have serious deficiencies in unannounced inspections; the drug administrations of Jiangsu, Beijing, and Shaanxi provinces/municipalities successively released cosmetic supervision and sampling-inspection notices, involving a total of 10 companies with deficiencies in their quality-management systems and 9 non-compliant batches of cosmetics.

NMPA Cosmetic Supervision and Sampling-Inspection Data
NMPA Notice on the Unannounced-Inspection Results of Two Companies (No. 23 of 2026)
On June 26, 2026, the NMPA released the notice. Recently, the NMPA organized unannounced inspections of two companies. The inspections found that both companies had serious deficiencies in their production quality-management systems. The relevant provincial (regional) drug administrations have filed cases against the companies, ordered them to suspend production and business operations, and required them to rectify the identified problems.
Local Drug Administration Cosmetic Supervision and Sampling-Inspection Data
Jiangsu Provincial Medical Products Administration-Notice on Cosmetic Supervision and Inspection (No. 5 of 2026)
On June 3, 2026, the Jiangsu Provincial Medical Products Administration released the notice. The provincial administration recently conducted for-cause on-site inspections of 17 cosmetic manufacturers, and found that 10 of them had “serious deficiencies in their production quality-management systems,” of which 9 had previous records of violations and penalties.
Beijing Municipal Medical Products Administration-Notice on the Release of the Second 2026 Issue of Cosmetic Quality and Safety Information
On June 18, 2026, the Beijing Municipal Medical Products Administration released the notice. The Administration conducted supervision and sampling inspection of the city's cosmetics production sector (including registrants, notifiers, and domestic responsible persons) and online-sales sector. The inspection found a total of 8 non-compliant batches: 4 skin-whitening/anti-spot, 2 shampoo, and 2 hair-dye. Non-compliant items included acrylamide content, zinc pyrithione content, and ingredient comparison (detection of α-arbutin, a skin-whitening/anti-spot agent not declared on the product label or in the registered technical requirements).
Shaanxi Provincial Cosmetic Quality Announcement
On June 23, 2026, the Shaanxi Provincial Medical Products Administration released the announcement. Pursuant to the 2025 Shaanxi cosmetic supervision and sampling-inspection plan, the Administration organized province-wide cosmetic sampling inspection. One batch of skincare product was found non-compliant, with the non-compliant item being the total aerobic microbial count (total viable count).
Regulatory Developments
NMPA Releases the 2025 National Cosmetic Sampling-Inspection Annual Report
On June 10, 2026, the NMPA officially released the 2025 National Cosmetic Sampling-Inspection Annual Report. According to the report, the national drug administration authorities focused on higher-risk cosmetic categories and enterprises, continuously strengthened sampling inspection of key areas and venues, and organized sampling inspection of 12 categories of cosmetics — hair dyes, general skincare, sunscreens, skin-whitening/anti-spot, color makeup, shampoo/hair-care and cleansing/body-wash, children's cosmetics, facial masks, acne-claim products, nail polish, eyelash-nourishing serums, and toothpaste. A total of 21,471 batches were sampled, of which 21,066 batches were found to comply, representing a compliance rate of 98.11%.
Hefei Completes the 2026 National Cosmetic Sampling-Inspection Task
On June 22, 2026, the Anhui Provincial Medical Products Administration reported that the Hefei Municipal Administration for Market Regulation efficiently advanced the 2026 national cosmetic sampling-inspection work, having completed all 75 batches of the national sampling task. The sampling focused on daily consumption hotspots, covering cosmetic trading markets, pharmacies, retail chains, beauty and hairdressing establishments, small stores, shopping malls and supermarkets, and operators on cosmetic e-commerce platforms across urban, rural, and urban-rural-fringe areas.
The 75 samples comprised 48 general cosmetics and 27 special cosmetics, covering mainstream categories such as shampoo/hair-care and cleansing/body-wash, general skincare, facial masks, color makeup, toothpaste, and children's cosmetics, with targeted sampling of higher-risk special cosmetics such as skin-whitening/anti-spot, hair-dye, and sunscreen products. Going forward, Hefei will advance follow-up disposition of the sampling results, promptly initiate traceability investigation of any non-compliant products, hold business entities accountable for quality and safety, and safeguard consumers' cosmetic safety.
Zhongshan, Guangdong AMR Convenes Cosmetic Quality and Safety Risk-Review Meeting
On June 25, 2026, the Zhongshan Municipal Administration for Market Regulation (Guangdong) organized the 2nd (2026) citywide cosmetic quality and safety risk-review meeting, attended by persons in charge of cosmetic manufacturers, registrants, and notifiers that had non-compliant sampling results in the past three years. The meeting reported on the city's non-compliant cosmetic sampling results over the past five years, noting that hair-dye and sunscreen products are the most problematic categories, and that raw-material carry-over risks and inadequate production-process control are the main causes of non-compliance. The meeting stressed that enterprises should use the non-compliance cases as lessons to conduct comprehensive self-inspection, strictly implement raw-material supplier audit and incoming-inspection systems, and strengthen special control of risk substances such as acrylamide and 1,4-dioxane and of high-risk raw materials such as hair dyes and UV filters.
