Since 2026, a number of cosmetic-related regulations are about to take effect worldwide. To help companies systematically track regulatory changes and assess compliance risks in advance, CIRS Group has compiled the regulations taking effect/being implemented from August 2026 onward, sorted by effective/implementation date from nearest to farthest and by urgency, so that companies can prioritize the most imminent compliance milestones.
Cosmetic regulations to be implemented from August 2026 onward
- US FDA expands the OTC sunscreen monograph: From August 9, 2026, the FDA's final administrative order (OTC000039) takes effect, adding Bemotrizinol (bis-ethylhexyloxyphenol methoxyphenyl triazine) to the OTC sunscreen monograph M020 — the first expansion in nearly 20 years.
- EU Packaging and Packaging Waste Regulation (PPWR) fully implemented: From August 12, 2026, the EU PPWR (Regulation (EU) 2025/40) becomes fully mandatory. Packaging with excessive heavy metals, non-compliant PFAS, incomplete EPR registration, or non-compliant labels may face product removal, customs detention, heavy fines, or even exclusion from the EU market.
- Minnesota PFAS product-reporting deadline: By September 15, 2026, the first submission of Minnesota's PFAS product report is due (extended from the original July 1).
- California designates TPhP-containing nail products as Priority Products: From October 1, 2026, California's regulation takes effect designating nail products containing triphenyl phosphate (TPhP) above 250 ppm as Priority Products.
- Japan quasi-drug ingredient specifications implemented: From October 1, 2026, Japanese quasi-drugs must comply with the revised Quasi-Drug Ingredient Specifications 2021.
- Indonesia halal certification requirement for cosmetics: By October 17, 2026, under Indonesia's Halal Product Assurance implementing regulations, all cosmetics and other covered products must complete halal certification.
- Measures for Supervision and Administration of Inspection and Quarantine of Import/Export Cosmetics implemented: From December 1, 2026, GACC Order No. 284 — the Measures of the PRC Customs for the Supervision and Administration of Inspection and Quarantine of Import and Export Cosmetics — takes effect, comprising 6 chapters and 37 articles.
- New Zealand phases out PFAS-containing cosmetics: From December 31, 2026, New Zealand comprehensively prohibits the import and manufacture of PFAS-containing cosmetics; from December 31, 2027, their sale or supply is prohibited; and by June 30, 2028, all PFAS-containing cosmetics must be disposed of.
- Multiple test methods and limit standards of the Safety and Technical Standards implemented: From January 1, 2027, 4 methods (e.g., Test Method for 6 Ingredients Including Cannabidiol in Cosmetics) and 6 standards (e.g., Total Aerobic Microbial Count Limits for Eye, Lip, and Children's Cosmetics; 1,4-Dioxane Limit; 4-Methylbenzylidene Camphor) take effect.
- 8 test methods incorporated into the Safety and Technical Standards: From March 1, 2027, 8 test methods (4 newly added, 4 revised), including the Test Method for Trivalent and Hexavalent Chromium in Cosmetics, officially take effect.
- Ingredient technical-requirement industry standards and the detergent safety mandatory standard implemented: From May 1, 2027, 5 cosmetic industry standards (e.g., General Technical Requirements for Biotechnology-derived Cosmetic Ingredients) and the mandatory national standard GB 26396-2026 Safety and Technical Standards for Detergents (replacing GB/T 26396-2011) take effect.
- 12 restricted/permitted ingredient standards implemented: From January 1, 2028, 12 standards take effect, including those for 2-Butyl-4-methylpropanal, Cyclotetrasiloxane, Zinc Pyrithione, Salicylic Acid, Benzophenone-3, and Homosalate.
- US New Jersey bans PFAS-containing cosmetics: From January 12, 2028, no person may sell, offer for sale, or distribute in New Jersey any cosmetic with intentionally added PFAS.
- US Illinois bans 24 cosmetic ingredients including PFAS: From July 1, 2028, the manufacture, sale, delivery, holding, or offering for sale of cosmetics containing 24 intentionally added ingredients — including PFAS — is prohibited in the state.
- South Korea introduces a mandatory cosmetic safety assessment system: From 2028, South Korea plans to phase in a mandatory cosmetic safety assessment system; the MFDS issued supporting guidelines in 2026 and launched an enterprise support program.
