Philippines Cosmetic Regulatory Update: FDA Recalls 3 Cosmetics Containing Prohibited Ingredients Tretinoin and Hydroquinone

Recently, the Food and Drug Administration (FDA) of the Philippines issued three consecutive cosmetic recall advisories (FDA Advisory No. 2026-0856, 2026-0857, and 2026-0858), requiring the recall of three cosmetic products.

Through post-marketing surveillance sampling and testing, the FDA found that all of the above products contain ingredients banned for use in cosmetics-Tretinoin and Hydroquinone. CIRS Group has summarized the main content below for your reference.

I. List of Recalled Products

The three products subject to this recall are all whitening and rejuvenating skincare products (facial toners and a night cream), from two marketing authorization holders. The details are as follows:

II. Reasons for Recall and Health Risks

Tretinoin and Hydroquinone, due to significant health and safety concerns, are both banned cosmetic ingredients under Annex II (Reference nos. 375 and 1339) of the ASEAN Cosmetic Directive (ACD). Potential side effects include: skin, eye, and respiratory irritation; hypersensitivity or allergic reactions; increased sensitivity to UV radiation; exogenous ochronosis; reproductive and developmental toxicity; and potential carcinogenic and genotoxic effects.

CIRS Reminder

This recall once again demonstrates that the Philippines (and ASEAN) strictly prohibits the use of pharmaceutical active ingredients such as Tretinoin and Hydroquinone in cosmetics. Cosmetics companies operating in the Philippine and ASEAN markets are advised to:

  • Strictly comply with regulations such as the ACD, and do not add banned ingredients to cosmetics;
  • Establish sound post-market surveillance and adverse reaction reporting mechanisms to ensure compliance across the entire supply chain;
  • Continuously monitor FDA recall advisories and regulatory developments, conduct risk assessments in advance, and ensure smooth product launch.
