On September 10, 2026, the Halal Product Assurance Organizing Agency (BPJPH) of Indonesia issued Announcement No. B-688/DP.I/HM.01/9/2026, publishing the list of four inspection bodies that have passed the document verification and meet the qualification requirements as executors of "overseas halal product conformity assurance". This means that the pre-shipment halal conformity verification mechanism for imported products, which took effect on September 9, 2026, now officially has the entities to carry it out.
Four Inspection Bodies Pass the Document Verification
According to the announcement, the selection team completed the document verification of the candidate bodies on September 9, 2026. The following four inspection bodies meet the qualification requirements as executors of "overseas halal product conformity assurance":
- PT Superintending Company of Indonesia (Persero);
- PT Surveyor Indonesia (Persero);
- PT Anindya Wiraputra Konsult;
- PT Mutu Agung Lestari Tbk.
Background of the Mechanism: BPJPH Regulation No. 4 of 2026
On August 7, 2026, the Head of BPJPH signed BPJPH Regulation No. 4 of 2026. The regulation was promulgated on August 10, 2026. Under its transitional provisions, it shall enter into force 30 days following promulgation, namely on September 9, 2026.
According to the Regulation, all imported products that are required to obtain halal certification or to bear a "Non-Halal Statement"—a product scope that explicitly covers cosmetics—must complete conformity verification before shipment at the cargo loading warehouses in the shipping country and/or the country of origin, and may proceed with import customs declaration only after obtaining the Halal Product Assurance Report (LPPH).
Implications and Recommendations for Cosmetic Enterprises
- New "pre-shipment" step: Halal cosmetics exported to Indonesia must complete the verification with the inspection body at the warehouse in the country of origin/place of shipment and obtain the LPPH before customs declaration. Since an LPPH is valid for a single shipment only, enterprises with frequent shipments should incorporate conformity assurance into their routine export process rather than treat it as a one-off certification matter.
- Expanded coverage: Beyond products required to be halal certified, for products bearing a "Non-Halal Statement", the requirements at the regulation level remain to be further clarified; however, merely labeling a product "non-halal" does not necessarily exempt it from verification. It is advisable to prepare supporting documents such as the Certificate of Analysis (CoA) and the Certificate of Origin (CoO) in advance.
- Overlapping with the mandatory halal certification deadline: Under the phased implementation arrangement of Indonesia's Government Regulation No. 42 of 2024 (GR 42/2024), product categories such as cosmetics will enter the mandatory halal certification phase from October 2026. Exporting enterprises need to plan halal certification, labeling, and pre-shipment verification in an integrated manner.
Compliance recommendations:
- First, verify the halal certification and SHLN registration status of the products, and confirm that the certificate number and registration number printed on packaging fully match the supporting certification documents.
- Second, organize HS codes, batch production codes and production dates to ensure consistency between documentation and physical goods.
- Third, engage pre-verified inspection bodies or their overseas networks at the earliest stage to schedule verification, and reserve sufficient lead time.
