On January 20, 2026, the Brazil Health Regulatory Agency (Anvisa) officially launched Public Consultations No. 1380 and No. 1381. These consultations focus on the repackaging and reuse of packaging for personal care products, cosmetics, and perfumes. The proposals outline the applicable technical requirements and Good Manufacturing Practices (GMP) for repackaging operations and packaging reuse, while also specifying the categories of products eligible for such practices. The public may submit comments on both consultations until March 21, 2026.
Key points include:
- Responsibilities of marketing authorization holders and repackaging facilities;
- Regulatory requirements related to documentation, personnel training, infrastructure, equipment, maintenance, and sanitation;
- Procedures for managing defective products, handling complaints, returns, recalls, and monitoring adverse cosmetic events (cosmetovigilance);
- Specific technical standards to be followed when packaging reuse is permitted.
The proposal establishes clear technical requirements and good operational practices for repackaging activities, and provides detailed guidance for the reuse of packaging. These measures are expected to have a direct impact on society and the National Health Surveillance System (SNVS), aiming to revise current regulations, expand the range of products eligible for repackaging, and allow packaging reuse under specific conditions—ensuring that products made available to consumers meet the required standards of quality, safety, and traceability.
