On February 3, Malaysia Medical Device Authority (MDA) announced that effective 1 March 2026, following certificates will be issued electronically:
- Certificate of Free Sale (CFS);
- Manufacturing Certificate; and
- Export Certificate.
Upon completion of the application and successful payment, the electronic certificate will be issued by MDA via e-mail within 7 working days. For application approved prior to 1 March 2026, the physical certificate will continue to be issued.
Interpretation of CFS
Certificate of Free Sale (CFS) indicates that the product is permitted to be freely sold in Malaysia. For cosmetic products, the certificate is not a mandatory requirement. Therefore, if the Cosmetic Notification Holder (CNH) intends to export the notified cosmetic product to another country or region where such a certificate is required, the NPRA will issue the certificate upon CNH’s request.

Note: *The Cosmetic Notification Holder (CNH) must be a company or legal entity incorporated in Malaysia and registered with the Companies Commission of Malaysia (SSM). The company's constitution must clearly state that its business activities are related to health or cosmetic products.
