Indonesia Confirms Mandatory Halal Certification Will Be Implemented as Scheduled from October 18, 2026

On September 16, 2026, Indonesia's Halal Product Assurance Organizing Agency (BPJPH) officially announced that the mandatory halal certification obligation taking effect on October 18, 2026 will be implemented as scheduled, without delay.

The announcement underscores the government's commitment to completing all necessary preparatory work before the implementation date, with particular attention to the readiness of imported products and raw materials.

Given that products and raw materials entering the Indonesian market come from multiple countries, awareness and understanding of the halal conformity assurance mechanism must be put in place starting from the country of origin. To this end, Indonesia will strengthen information dissemination to countries of origin through its overseas representative offices and embassies.

Implications and Recommendations for Cosmetic Enterprises

  • The implementation date has been finally confirmed: the mandatory halal obligation on October 18, 2026 will not be postponed. Under the phased implementation arrangement of Government Regulation No. 42 of 2024, other goods categories, including cosmetics, will fall within the scope of mandatory halal certification from that date, leaving a very limited time window for enterprises exporting relevant products to Indonesia;
  • Imports have become a regulatory focus: halal conformity preparation shall start from the country of origin, and Indonesian embassies and consulates abroad will participate in overseas outreach; in addition, Indonesia published the list of four overseas halal conformity assurance inspection bodies on September 10, 2026 and put the pre-shipment verification mechanism for imported products into effect, further moving the verification chain upstream for exporting enterprises;
  • Enterprises exporting relevant products to Indonesia are advised to promptly: verify whether their products fall within the scope of mandatory halal certification and confirm their halal certification and SHLN registration status; schedule pre-shipment verification with overseas inspection bodies and allow sufficient time; and ensure that halal information is consistent across packaging labels, certificates and accompanying documents, so as to avoid customs clearance risks arising from document discrepancies.
